Im sure that there is at least one smog place that could help you out, that is if you supply a few ben franklins.

Sorry, there is NO way that you will pass w/o cats.

You say it has a cat back. Are there any cats? you make it sound like you don't. If so, then you should pass emissions. I always run a little (emphasis on little) amount of acetone in the gas, also high octane fillup. Acetone will help to lower hydrocarbons during combustion. Yes, you can weld cats onto your pipe. Also, where are your O2 sensors tapped in? I always check placement of everything before I weld or fabricate anything out of the vehicle.

I live in CT. and my 93GT passed with a Pypes catted x, BBK shorties and Pypes cat-back. But that was last summer, I'm about to start my H.C.I and hopefully it will pass when it is up again (every 2yrs. in CT.) If you do get cats, make sure to get them good and hot before you bring it to emissions.

You don't have your location or state shown either in your profile or in your text. If you did that, others from your area could comment intelligently. Without knowing where you are, any reply is based on experiences in the poster's area, which may not be anything like your area's requirements. The way inspections are done varys widely from one state/county to another. I live in middle Tennessee. The emission inspection is done on a county by county basis. Here in Williamson county, they do a visual on cats. If you don't have 'em, it doesn't go any further. You flunk. For '96 and newer cars, they hook up a computer feed to your OBD and check the gas cap. For '95 and earlier, in addition to the visual for cats, they do a sniffer test based on year of the vehicle. No visual on the engine compartment. Other states do it other ways. The People's Republic of Kalifornia has a visual on the engine also. Really tough.

As far as answering your question about welding cats into your present mid-pipe, again, depends on the requirements of your area. I have a off road mid pipe with added on cats on my '93. Fills the requirements for my area.
