The EGR valve, or Exhaust Gas Recirculation valve, is a vacuum controlled valve which allows a specific amount of your exhaust back into the intake manifold. This exhaust mixes with the intake air and actually cools the combustion process. Cooler is always better inside your engine. The exhaust your EGR valve recirculates also prevents the formation of Nitrogen related gases. These are referred to as NOX emissions, and are a common cause for failing emissions testing. Unfortunately, your EGR valve can get stuck, causing NOX gases to build up. You'll know if your EGR valve is stuck or malfunctioning because your car will experience symptoms like rough idle and bucking on accelertaion.

I'm just at my witts end with my car. It could be so many things causing it to not make power or rev or idle properly. I changed the fuel filter today and when i turned it over it released this brown gunk. The car had been sitting for awhile. The in side dumped out gunk the outlet just fuel so I THINK the fuel system up to the motor may be ok. Still lookin for some stock 19lb injectors. Could be the MAF, or the EGR, or the throttle position sensor, could be a stopped up exhaust system. Anything else that would make a car act that way? No power after 2500 rpm's or so, won't rev past 4500 period, idle's like butt often dies. my obd1 reader says it's the MAF but before i go and buy that should I check anything else?

You may have more than one problem, now that you mention the tach jumping case....... if the MAF failure code shows up, all you need to do is monitor its inputs, ground and output.....
