Default Setting TPS

OK, so i have a 94 GT and I'm trying to set the TPS because I have code 123 TPS single to high.Now on my Multi-tester it has DC-V:0-2.5V-10V-50V-100V and so on, my ? is where do i set the DC-V to, is it 0-2.5V or what?
Also the car seams to fill like something is holding it back when driving,i have checked the brakes, and the E-brake and thats not it, now i know that my plugs are fouled out so could that be the problem?

0-2.5v

yes fouled plugs could make it run on 6 cylinders if they were bad enuff
