You are still getting the fuel from the injectors just not any EXTRA fuel. The wet kit would add extra fuel so as that you don't run lean which in theory and all actuality COULD happen if you ran just the dry kit.

pretty much what everyones said
Dry:nitrous alone sprayed into intake, fuel comes in through the fuel injectors. major con-does haverisk of running lean
Wet: nitrous fuel mix sprayed into the intake. major con-fuel puddling in the upper intake because it was not for fuel (plate systems do not have this cause the mix is jetted inbetwen upper and lower)
