Check the voltage your tps is putting out key on engine off, it should read around .97 - .98 for best performance, if its higher bring it down, if its lower than stock (low .90's) bring it up. You may have to oblong the holes a little to adjust it. Popping comes from fresh air hitting unburnt gas. Could be and exhaust leak, running rich, or not burning all the fuel because of a bad mixture, vacuum leak, and more. Also, just because your o2 sensors read out of range, it doesnt mean they are bad. Something else could be causing the problem.

the cats have been completely removed...ive also checked to see if there was a card plugged into the ecm and there was not...

The popping is unburnt fuel in the h-pipe burning off. Most cars with just exhaust I've been around do that. They also always smell like their running rich. Without the cats on the car to burn off the excess gases in the exhaust you'll have that smell.

My Subaru did it when it was stock, as did several of my friends'. With an intake and exhaust you can hear it more.

>shrug< it doesn't hurt anything.

If you start dumping TOO much fuel in the exhaust you can hurt stuff. A buddy of mine blew the welds out of the back of his muffler once.
