My car is revving 1500-2000 rpms at idle. Up to 40mph I am getting chugging, but isn't present when at higher speeds. On deceleration when gearing down I am getting chugging as well. Any ideas?

probably timing, Maybe crossed Ignition Wires. Possible too much Fuel being shot into motor are you carbed or fuel injected? plus what kind of intake setup?

take your MAF out of the intake tube and shine a real bright light into it. look for 2 tiny tiny little wires, side by side.

they should be as white as the background of this site. if not, clean 'em up with some MAF cleaner.

run a koer test an make sure no codes are present...this should be one of the first steps taken in troubleshooting such a problem in your case..if no codes are present make sure there are no vaccum leaks
