after confirming connections..easiest way to test egr operation is run a koer test and hook/t in a vaccum gauge at egr valve connection and when egr portion of test is run.. you should see a rise on the vaccum gauge briefly.. if you do valve as porential to open then after that grab a vaccum pump and slowly apply vaccum to egr valve an it should start to idle rougher as valve is opened further..if it does all this... system is okay mechanically

i swapped a couple of wires on the plug that goes to the coil and now i get code 31 instead of 34 and of coarse 84 that wont go away

Codes 84, 31 or 34 will only cause an automatic EGR delete courtesy of the EEC. Any specific driveability problem you are trying to fix?
