I haven't personally but I read an article about it in one of the online mustang mags, I don't remember the exacts but I know that it involved installing a smaller gauge wire to help with the surge. Google it and it's on one the first page

My buddies 94 had this problem and it was a retarded issue. someone had spilt a coke (or other beverage on the driving light switch. we pulled it out of the console and cleaned the switch and connector with carb cleaner, and wa-la....no flicker. the gunk was caked on there and required some scrubbing with ex-girfriends toothbrush, but maybe a previous owner spilt crap on that switch in yours. You know that switch is in a bad location, and that flip out drink holder is right above it. Thats why you buy a 95 GTS! No driving lights! LOL
