Default Idle too high

I fired up my newly re-build 83 motor for my 67 and it idles at about 2000 rpm. It has a 600 Holley on it and I tried all the adjusments on the carb but couldnt get the idle down. The choke flap on the carb does not have much snap to it but it does close. My friend thinks I need to just rebuild the carb (carb looks clean and seems to work). I just want to make sure I'm not missing something before I buy a rebuild kit. Any thoughts?

Did 83 have electric choke?

Seems like my 83 F-150 had an electric choke on it from the factory. If you are still running the Motorcraft Holley, take it off and throw it away. get a regular Holley 600cfm carburetor for it. But I had that truck way back in the early 90's so it has been to long since I messed with one of them. I took the Motorcraft off after a couple of short years and put a regular Holley 600cfm on it. Then I started burning up my AOD transmission(s), then switched it out to a C6.
