TPS set at .98 problems

TPS set at .98 problems
set the TPS to .98 and now when i drive it it idles at 2 grand.
the idle set screw is backed all the way out and the idle wont come down.
when i set it to .68 it idles at 800 in drive and 1000 in nutral.
how do i know if my idle control bypass ( what ever its called ) is working?
or is my lean condition from codes 41 and 91 couseing the bad idle condition?
no matter what i do i cant set the idle. have to set it with the TPS. the set screw doesnt do ****.....
what you guys think....
oh by the way ill have pictures of it this weekend

Setting the TPS to .98 or .9999 vdc is a myth, no need to, nothing is gained..... perform a Base Idle Reset procedure, and let the TPS closed throttle value alone if it falls within .6 - 1.1 vdc...... LUK.
