Default sealing downpipe

i have stock manifolds and aftermarket h pipe. do i require a donut between manifold and pipe to seal? i see that the felpro kit i bought came with 2.

i think mines leaking. any tips? looks as though someone tried to seal this one with white stuff. ive tried loosening it and retorqing.

grind all that crap out, clean up the flanges, put red RTV in and bolt it back together
