Fuel Pressure Regulator or Fuel Pump?

Fuel Pressure Regulator or Fuel Pump?
Hello all, Noob here.
I have a 2004 Convertible (5.0) and when I go to start it, unless I let it sit for a second with the ignition on, it will not start right away. It's acting like I am loosing static fuel pressure in the rail when the car sits. Is there any easy way to differentiate between the Fuel Pressure Regulator and the Fuel Pump being the cause of this? Thx!

they dont have fuel pressure regulators either
its a 4.6l engine, with a returnless fuel system.
if the above mentioned car DID have the equipment you listed.. it would either be a FPR issue OR a in take fuel line issue
