No silicon, I usually just coat the paper gasket in oil. And the metal ring goes towards the dizzy, it's designed so that if you pull the dizzy out it catches on the block and won't pull out of the pump and land in the pan. You want it to have a bit of space between the clip and the block, but close enough that with the pump in the shaft can't come out.

A good 30wt mineral oil for a quick 30min warmup/break in, make sure everything is ok, then go drive it and give it some WOT bursts and run up and down the rpm, accel and engine breaking, for maybe 10-20 minutes. Then change the oil out.

10w 30 is fine and I often use a thin layer of indian head gasket shellac on the gasket which is basically aviation sealer

just on the gasket is all, that's the only place I really use it....it's good stuff, if you wanted you could use it on the timing cover gaskets and water pump but I opt for "the right stuff " on those
