Default radiator and overflow tank w/sensor

i just replaced my overflow tank since it was so grimey and build up in the bottom

i keep the overflow full to the cold line when its cold, when the radiator overflows into the tank when it gets ran hard is it suppose to suck what it needs to top it off back up?

cause my tank got filled up when it was so hot out and i ran it hard then i let it sit over night and i had the top off the radiator with a liter

No. The rad does not suck anything in when it is running, it's pressurized, how could it? It only sucks coolant in when it is cold, when the pressure depletes and a vacuum is created. You are either leaking coolant, burning it, or you boiled it and blew it out. It will go down slightly (not a liter) if there is air still trapped in the block after doing a few heat cycles to it, after it cools, but that's only when the cooling system has been drained or serviced in anyway.
