OK, so I plugged in the jumper wire ((First, paper clip, then I used an 18 gauge wire))
I tried both holes on the STI. When I used the paper clip, sparks sorted flew, but stopped rather quickly. When I did a KOEO/KOER test = the CEL stays on at a constant, and doesn't blink.
Not only do I suck at this ridiculously straight forward sh**, but now my CEL won't shut off... ACTUALLY, as I'm writing this post, I realized I disconnected the negative on the battery, and never hooked it back up, to see if the CEL turned off....

I'm annoyed, my CEL won't turn off now, it wasn't on before...
I used 3 methods:
Over the counter; digital display, Scanner
Over the counter; tone & STO Light, Scanner
And the one mentioned before, which I think caused the CEL to stay on.

what is the code retrieved that is turning the light on?? or can you not blink a code out?? are you sure you didn't touch the wrong wires together?? if you did it may have shorted something in the ecu

or other thing is you may have a hard failure that immidiately is logged , turning the light on, for example, until I bought a egr simulator, no matter how many times I cleared codes the light would stay on and everytime I pulled codes a egr code was there, after simulator install, code and light off!! this is just an example not a attempt to direct you to "this is your prob"

THIS IS WHAT HAPPENED:
I couldn't get any codes, and I haven't gotten any codes yet.
First method, the one from your website, I hooked up the jumper wire into the wiper motor by accident. small sparks-almost nothing. I'm an idiot. Never got it into test mode. But, I did get the CEL to stay on. haha
Over the counter; digital display, Scanner = just reads 000, and won't go into test mode
Over the counter; tone & STO Light, Scanner = STO light stays on, and doesn't go into test mode.
It did run like sh** again, only when I gave the car gas. THEN, it went away...
So, I shorted something then. Well, how do I figure that one out?

i know most will recommend you to do the DIY tests, but i really think this is bang for your buck.

I have one myself and it's been very handy. To each his own
