Default 85 GT question

I have a 85 GT stock block Motorsports intake and Holly 650 carb

the issue i have that's bugging me is under full throttle when i get over 3k rpm the car surges or does not rev smooth . I have change the wires and plugs . Swapped out the headers for 87 headers and have a H-pipe and turn downs ~

She idles good (slight miss)

I had the timing set to 12 deg and she is pulling STRONG Vacuum

Any ideas ?? Or has someone run into this issue

The best way to describe it is WOT she shudders through the RMP Range good pick up just not smooth

Thanks
