Instrument Cluster Lights
What reasons would there be for the instrument cluster fuse blowing? The 5 amp fuse blows as soon as the switch is hit and the cluster lights never come on. I tried a 10 amp fuse, that blew, too.
What should I go about doing to fix this issue.
My parking brake light, battery light, air bag light, and CEL all work.

Do you have anything extra wired in w/ that circuit? That's where you need to look. You'll need a diagram to see what all is on the circuit for the i/p lights plus anything aftermarket you may have wired in. Does the fuse blow immediately when you turn on the lights or does it take a certain amount of time? Could be a short in your h/l or dimmer switch as well. They're easy enough to pop out. Have a look and see if anything is burnt.

The fuse blows immediately when the head light switch is turned on.
There is no extra wiring in my car, however I have removed unnecessary things such as the engine bay light circuit, air bag sensors, other junk.

The fuse blows as soon as the parking light switch is hit, before the headlights are even on.
Mattdel are you sure it's a 15 amp on 91 foxes? Or is it that way on all foxes. I'll double check when I get home but I think the owners manual calls for a 5 amp fuse.

According to the service manual. Fuse #13 is the one that is constantly blowing out. It calls for a tan fuse (5 amp).
Fuse #4 must be what you are referring to. Fuse #4 calls for a light blue fuse (15 amp).
Fuse #4 governs tail lamps, parking lamps, side marker lamps, INSTRUMENT PANEL ILLUMINATION LIGHTS, and the license plate lamps. All of these lamps work except for the instrument panel lights.
Fuse #13 governs instrument panel lamps and ISO symbols.

What are the ISO symbols? The only electrical equipment that I cut out of the car was my air bag sensors, EGR garbage, low coolant sensor, and A/C garbage. I don't think cutting out any of those would cause this circuit to be overloaded.

1991 Fuse panel. You are correct about the size of the fuse, but there are other circuits on it that we havn't mentioned yet. If any of these other circuits were shorting out or faulty/drawing excess power, your problem would be happening.
Fuse 13 should have no power through it until one of the circuits is accessed, so a good starting point would be finding out if this is truly the case.

Interestingly enough, my power lumbar AND my power door locks work. According to the chart you have provided, they should be disabled considering my #13 fuse is always blowing.
My service manual only says #13 is the lights and ISO symbols.... what are the ISO symbols, anyway?
I just took the stang for a 900 mile road trip to Norfolk, Virginia. I got back Sunday night. I used my power lumbar and door locks many times during the trip, however I had to drive without instrument panel lights. Good old 5.0, you can drive it by sound.
