Ok.. my last question in regards to my issue- I was looking up the price for a new unit and on the AutoZone website I saw what they call a harmonic balancer repair sleeve. At first I thought this could be a quick and easy fix until I am able to replace it but my better judgment tells me otherwise. Am I correct in concluding that I cannot glue this outer ring back on and that replacing the unit is the only way to fix it?

This is the link to the repair sleeve

repair sleeve is for the surface that the seal rides on, not the outer ring , the only repair for your prob is replace the balancer.
