I believe 38-40 with no vacuum hooked up should be the correct PSI

start with the fuel filter, sediment may be built up.

the regulator is hardly ever at fault, if symptoms persist, the fuel pump MAY NOT BE TOAST, but the internal clamps and rubber line that is inside the gas tank on the pump itself loves to develop leaks from a broken clamp or hole in the line itself.

Make sure you have more than 1/8 of a tank of gas. The fuel is used to cool the pump and prevent over heating. If you consistently run a tiny a bit of gas in your tank, your just raping your pump.

it has done it on a full tank, too. albeit it does take a little while longer, it'll still do it. i think the pump is just old and on its way out.. might as well swap it out

new fuel pump is in. on start up i had 30 psi and 40 w/ the vac line off. better numbers than 20psi or less! and prior to that, having the vac line off or on, the psi was still the same. car runs much better now.
