173 is a KOER code so are you sure you got that code on the engine off test?
as far as the 311 and 314 go. Do you have your smog pump hooked up?

Yes after I cleared the memory I got 111 on the KOEO test.
I believe that when I got 173 on the KOEO test it was as a stored code.
And the SMOG pump is hooked up.
Unfortunately I just got My old job back and won't have time to work on it myself anymore. Work is 7 days a week 12 hours a day. Ended up dropping it off at the shop. Waiting to see what they come up with now.
