Default hard start, runs rough, hesitation, no power

I have an '86 5.0 that is driving me crazy trying to figure out. I have replaced the following: plugs, wires, air filter, distributor cap, rotor, pickup coil, fuel pump, fuel filter,fuel pressure regulator, fuel system cleaned, thermostat, head gaskets, heads were redone, valve seals, throttle position sensor, maf was tested "ok", tfi replaced, catalytic converters were tested, idle air bypass replaced, and a few other sensors replaced/tested that I can't remember at this point. It is hard to start and doesn't want to run. After getting it on the road and finally get it at road speed it does better, but still has the hesitation. It runs better in cool air than it does when it is warm and humid out. When it is struggling and hesitating I can smell fuel....and when starting it acts like it is flooding out. We have searched for fuel leaks and have none. Had the fuel pressure checked and they siad it was good after replacing fuel pump, fuel regulator, and fuel filter.

Does anyone have some ideas for me.

Fuel pressure test, timing set with spout unplugged, EEC-iv test. Post results.

If CEL is on try and pull some codes. If it can not pull codes with scanner then it is possible that the ECU is starting to fail. This just happend to me. It would not want to start and smelled rich. But on the road it ran great. Replaced the ECU and problems have solved. Or at least at the moment.

the one garage had it for over a month. I have done alot of stuff to it myself, but some I don't have the tools for. As in the original post they checked the fuel pressure after changing the fuel pressure regulator, fuel pump ect. They checked the timing and said it was a hair off and they fixed that. the EEC test done by them too.

Do not replace ECU Is probably the most reliable part o the system.

if you have a friend that has fox try exchanging the ECU to see if it fixed ur problem/makes his run like yours.. sometimes they do crap out..
