Default 91 Mustang GT speedometer problems

I recently purchased a 91 Mustang GT and the speedometer needle is bouncing all over the place. I replaced the cable and the sensor mounted to the transmission and neither one solved my problem. I currently have the speedometer out of the car and when I turn it manually it will only raise so far depeding on how fast I turn and then it drops back down but does not fully drop to zero. Any help would be greatly appreciated

did the gear for the trans come on the new cable if so then it sounds like its the one inside your trans. thats just a guess but if you changed the cable already and it had the gear on it then thats the only thing i can think of.

I have a 91 GT with the same problem. It was in storage for a few years and I took it to a shop last month to get it up and running. They determined it wasn't the cable and said I need a new spedometer. Fords price was rediculous so I'm hoping to find a junkyard with one.
