Question 89 GT Injector problem

I have a 89 GT 5.0HO. I am having a problem with the #1 injector staying open and dumping fuel into the cylinder and fouling out spark plug. I just replaced all the injectors on it and still having problem. I traced ground wire back to ECM and found it is giving constant ground to the injector. I know it is supposed to pulse ground to it and that is what makes it open and close. I spliced in a different wire from ecm and ran it to the injector and still doing the same thing. Now the thing that has me confused is that this problem is just intermittent and not doing it all the time which would rule out the ecm i would think. Can anyone PLEASE help me with this? Thank you very much.

ECM seems to be sending a ground signal incorrectly.

If #1 injector pulse circuit wire has been isolated and the problem still shows..... ECM is kaput.... if not, you have the #1 pulse wire getting intimate with a ground circuit wire somewhere within the wiring harness.

I have a question, if his injector is stuck open, should he check his oil? Couldn't excess gas seep past the rings down into the oil? I had a stuck injector on the car when I bought it, couldn't figure out why it was running rich and fouling plugs. Long story short I ended up having to get a rebuild. I assume due to gas getting down to the oil (oil smelled like gas)
