Default New Speedo Cable - Speedo still broke

Bought my car and the speedo was all wonky, and bouncing all over the place. No big deal i thought, replaced it with a nice new unit from Napa (balkamp). Go out for the test drive....and the speedo is still bouncing all over the place and reading erratically. Could it be the speed sensor? or in the instrument cluster itself?

any help is much appreciated

I would think possibly the drive and/or driven gears may be bad. I am thinking that if some of the teeth are busted off, when it catches, the speedo might bounce like you describe. Not sure, just my thoughts.
