Need help! Starter Not Getting Power

Just as the title says. I'm working on a 95 5.0 and the starter relay is getting power but the starter isn't. What would cause this? How do I fix it?

the wire that runs to the starter is hot at all times. If you dont have any power on that wire, you need to make sure your power distribution block isnt FUBAR

Is the ground for the switch leg of the starter relay still good?
