Default Possible votage problem with cooling fan..

This is the problem I am having........ When I am driving city/highway my car runs hot with the ac on. Now I know that could be a problem with the CCRM but it is new so I am ruling that out. Now when I sit and let it idle with the ac on the temp comes down but still running a little hot. if I turn off the ac the temp drastically drops. I have already checked to make sure the fan still works and it comes on both low and high speed. But I have a friend of mine that has told me there might be a volatage problem that is allowing the high speed for the fan to turn on but not providing enough power to make it spin at full capacity. I have heard there is a way that you can bypass(override) the CCRM to where the fan runs on highspeed all the time and does not interfere with the CCRM. I just don't know how to do it and I have been looking online for about 3 days and can't seem to find it....
