UPdate: tranny went under water savable?
Water went in the intake -flood waters up to windshield-
had car about 4 feet off the ground still wasnt enough..
drained gallons and gallons from drain plug before oil started coming out.
pulled sparkplugs
water started coming out LOL
i turned engine over via breaker bar water gushed out of all 8 cyl holes
filled cylinders with WD40.
and its sat since.
starter is ruined it wont turn it over.
is the engine still salvageable?
without tearing it down?
somehow, everything still works in this car.
lights and all. i want to get it running.

I'm sure you could get the engine running by replacing a few things like the starter and maybe the solenoid if its bad, but I wouldn't do it. It may or may not fail on you. Not to mention I'm sure oxidation has already started inside the engine. Rusty cylinder walls aren't good. All the areas with electronics should be taken apart and cleaned before the connections corrode. Your carpet should be pulled up and dried before mold grows. Things of that nature.

And
Theres surface rust on walls. Will that totally destroy rings?

Your motor is done....simple as that
What you need to do so you have as little of issues as possible is to completely tear the car apart and pull the whole electrical harness out, strip it down for inspection and retape it...cleaning everything.
