Default KOEO/KOER test problem

I can't seem to pull any codes. I used a wire to jump the STI to the SigRTN pin.

My MIL light isn't working so I use a 12v test light in the STO pin but I am not getting any flashes.

When I turn the key over for the KOEO test I can hear the sensors which sounds like they activate for a second but I don't get any results from the light.

Same thing with the KOER test. The engine revs up twice like it is testing but the light doesn't flash.

I did test the light and it works fine, but I can't seem to retrieve any codes.

The reason I am doing this test is because the engine runs a little rough and I have ZERO engine vacuum. Its been like that since I got it. I can't find any apparent vacuum leaks so I am wondering if it is a bad intake gasket.

Anyhow, I did try jumping the STI straight to the negative post on the battery also, but still got no results.

Any ideas what might be wrong here and how I might be able to get these codes?

Sorry been busy. I found the reason for the vacuum issue. There was a hose missing on the back of the intake. The pevious owner had a piece of rubber over it to cap it off but it wasn't sealing. I couldn't hear the vacuum leak for some reason. Over the exhaust and fan spinning it is hard to hear anything.

Anyhow I'm now getting 18 inHG of vacuum.

I still can't get any codes from EEC though so I suspect the wiring or computer is bad. The previous owner did quite a hack job on the wiring so that could be it, but I have read a lot of posts online about these computers going bad and the engine still running but the EEC not putting out codes.
