Default studder when letting off throttle and holding?

I have searched the forums as best I can and seem to not find what I need.

Here's my problem:
No matter what gear I'm in, If I have the throttle open and steady above 2k rpm runs fine. However, I get stutters if close the throttle a little bit and then try to hold it after. Sometimes it'll do it above 2k, sometimes around 2k. Seems to be a choking issue to me. Timing is set at 15 degrees or so, spark plugs, wires etc are all clean and new. maybe i'm just choking it?

Any thoughts on what it could be?

how do you fix that? just clean it?

A quick fix is to take the sensor off the valve and shave 1mm of metal off the pintle, this will allow the sensor to protrude its full length. The reason it's not protruding its full length, however, is because the valve itself is fouled up with carbon.
So you have 2 choices, either replace the valve/sensor or shave the pintle.

Could also be a bad spot in your TPS sensor.
