no power and acceleration

There located in the exhaust under the car. Easy to get out. here's a photo. They look something like this(Not exactly,google photo). You cant miss it. It'll be the only part on the exhaust with a wire attached to it.

ok and also the chek engine light comes off and on while i drive could that have anything to do with it

You're working on adders nerves, and that's always funny. You'd be taking the o2's out to see if the cats are clogged, when you remove them there will be a nice big new hole for the exhaust to escape and if you have clogged cats the car will feel completely different and run terrific compared to what its doing now.

The O2 sensor reads the amount of oxygen in your exhaust gas. If your cats are plugged like one of our fine members are sugesting your backing up all that exhaust gas. By taking it out of the exhaust and letting it hang it'll see plenty of oxygen and should tell you if your cat needs to be replaced or not.

ok i understand that im asking what will happen if i leave the o2s off? if anything at all. and also would it make a diffrence that the car has pasted smog in ca. dont they chek the cats ect?

The idea is to replace your cats if this little test works.

Lots of good advise here, but sometimes it's best to just bring it to a shop where they know what they're doing. It may cost you some $$$ but it will be worth it if your car is fixed right...
