what trans is in the car ? 5 speed or an automatic ?
the gear ratio isnt stock.... and thats why its off, a driven gear is about $15
if the speedo says your going faster than you really are.....gears were changed for higher numerical set, thats good, better performance.
if the speedo says your going slower...than it had gears, was corrected, then stock put back in but not corrected the speedo, easier to fix but sux for you to have stock gears again
the door tag will have the stock gear ratio on it, under "ax" m=2.73, z=3.08 and e=3.27
you need to know what gears are in it... raise and count like shown before or you have NO idea what driven gear you need
then you just get the new driven gear if one is made, its a 10mm bolt and about a 5 minute fix to have it done
an automatic cant be corrected past 3.27 gears though without replacing the output shaft, and if i remember correctly, the '91 T5 can be corrected to a 3.73
those are with 21t driven gears you can get a 23t but it isnt a ford part and will wear out. its from a jeep but with the 23t...you can go 1 more gearset than i stated, and the aod is a 8t drive, and i think a '91 t5 is a 7t

Throttle pedal is linked to the throttle with a wire cable. It should be no stiffer than any other pedal unless the cable is kinked. My clutch and throttle pedal are just as easy as any brand new car. If the clutch pedal requires a lot of force to disengage the clutch... then chances are the cable is corroded. After replacing my clutch cable and lubricated the clutch pedal assembly I thought I broke the cable when I pressed the pedal because it was so much easier to use.
I would look into subframes first... convertibles are about as rigid is a noodle.
If you have 3.73's the proper way to convert the speedo gear is by replacing the driven gear on the speedo cable as well as the drive gear inside the transmission.

and no...the pedal should be easy to press. maybe corroded? maybe kinked ?
either way it'll be cheap compared to the inevitable trans repairs (aod's are junk) i went through 3 aod's and the last one was on its way out on my '90 GT. i bought it new and had it for 6 years....and it only went 14.40's
aod rebuild will get you for $1500-$2000
new top (if you use glass rear window) is about $1200
and new leather seats is about $800-$1000
