With new radiator pressure is held at a good 18psi. It still overheats but not as badly. The coolant frothes at times so I'm guessing I have a head gasket blown on the exhaust side.

Let me ask you this, when you filled the radiator full of coolant, did you pull the cap off, and run the car (at a higher RPM than idle) until it got hot and the thermostat opened up and you could visually SEE it flowing through the radiator at the cap opening? Wondering if you have air trapped somewhere?

When I did my H/C/I, the above steps is what I did...once I could see the coolant flowing through the radiator, I topped it off, and popped the cap back on and then I was done. Also are you sure that you have the correct water pump? There are 2 different models, one is reverse flow (standard 1979, 1982-1993) and the other is standard rotation for serpentine belt system (80-81) I think:

check the plugs and see if you are burning water and block test it.

and I used a mark VIII fan..... kinda big, but it works well on my ****, even when I'm beating the **** out of it, over and over, for my videos. Will get up to 200-210 while screwing around, and in like 3min the mark VIII gets it to 170-180 agian. (normally around 170 when just driving around easy. have 180 thermostat.)
