Default removing 1988 seat belt

Hi, I'm new here. I have a 1988 convertible GT. The front seat belts retract but only if you give them a tug to 're-set' them. If you lean forward, they stay loose and don't retract to a tight position. Do I need to replace them or is there a fix? And, I tried to remove the drivers side belt, but there is a cable going into the housing that I cannot disconnect. How does this disconnect?

^ ok, let's do that the numerous times it happens going 65 on the highway. Its an old ford issue, I am wondering if there's a fix myself, mine started doing it not too long ago.
