High idle issue

The past few days I have been having an idle issue...it's fine when I first start it. But after I start to drive and stop at a light it will idle close to 2000 rpm's...if I turn the car off and start it back up it idles normal. Then if I drive then stop it does the same thing. Could it be the idle air control valve or the throttle position sensor??

No it's a 5 speed...when I disconnect the idle air control it's makes absolutely no difference in the way the car runs...it runs perfect just idling high

Cleaned the IAC today and fixed a broken vacuum cap on the upper intake...running fine now!!
