smog pump system help

as i was getting everything ready for the swap today, i realized that the guy who owned my stang before me had off road H pipes on it. there is a portion of the smog tubes that is plugged up. then it hit me, if he got rid of the stock exhaust there isn't a line running to wear they used to be. I still have the H pipes one with a couple high flow ceramic cat's that i got welded on there. I'm gonna run it through tomorrow and see what the deal is, but i'm thinking that i wont need it for the sniff test. but on the flip side with it hooked up the idle acts stupid. I had planned on replacing the valves today but if there's no line for the cat's what the hell is the point?

i appreciate all of the help and advice from y'all i just ran the car through emissions with out the catalytic converter line so it was basically as if i didnt have a smog pump and it passed with flying colors...now for the delete kit!

So....
I have a 1990 Notchback without cats, it still has the smog pump and all its plumbing and is currently being driven by the serpentine belt. If I totally remove the smop pump and go with a shorter belt or delete kit should the car pass an emmisions test. I live in Texas and emission testing is mandatory. It was inspected May 2014 before I owned it and apparently passed. I have read this topic so I just want to be sure I do the right thing. Should I get cats put inline before I remove the pump or not? Should I just remove the pump and be done with it. The A/C has been converted to 134A so I will continue to use it, living in Texas it's a requirement.

Also, I've never understood the advantage of running a smog pump delete pulley. Chunk the pump in the trash can and run a shorter belt. Less crap under the hood, less rotating parts to wear out, and a WHOLE lot cheaper.
