ok so i took my gauge cluster out to replace the screen and put new bulbs in but now i've put it back in and hooked up the speedometer cable now when i drive it the gauge jumps really high just rolling at a idle it will jump above 20 and im not sure why just wondering in anyone knows what my problem is.

I'd say the cable isn't seated into the speedo head correctly. Odd symptom, but really the only thing it could be.
