Default Fender Apron Replacement

I purchased a 90 gt. The fender and front bumper cover are pretty screwed up. Standing a ways in front of the car. One side mooks a lil higher than the other side compared to the windshield. Hood and all. I started taking the Drivers side fender off. The piece, which I guess is the fender apron, is bent up a lil. I saw that that is replaceable. Does it bolt on or have to be welded. I know the mustang doesnt have a frame like most cars. Would that be something I could try or does a body shop need to do it?

I removed the front bumper cover, bumper and drivers side fender. Looking from front of the car drivers side front corner is about 1 inch higher than passenger. Is there an easy way to pull that side down. Or would it need to go to a frame machine?? Shouldnt need to replace inner fender, Right?
