Default Failed Smog/EGR function issue

Okay, so I did some research on why my car didn't pass smog. I have a 93 5.0L. The guy told me that the intake or exhaust part on the EGR valve is clogged that is connected to my TB. He said clean that and bring it back. So, I took off my EGR and did some cleaning in terms of spraying some TB cleaner and while I was at it sprayed my TB, on the inside of course. I put everything back. Now, before I left the shop he took off my EGR solenoid cap and pressed his finger on the vacuum line. I saw that the diaphragm inside the EGR moved towards the sensor. He looked stunned and told me that the car should either die or run crappy and my car didn't change RPM. I drive home and try that same technique on my 88 5.0L and low and be hold the car nearly dies but regains and is running rough.
can you guys or gals explain to me why my 93 didn't die or run rough when the EGR solenoid vacuum line was clogged by my finger?

Yeah, it's because EGR isn't commanded on at idle. Your finger over the line is essentially the same thing as it being connected to a closed solenoid.

OK so why isn't my 93 not running rough when my 88 runs rough when I put my finger on the solenoid? That's my issue. There is something up with my 93 with the function of the EGR but I don't know where to start unless I need to pull apart my TB and clean the crap out of it.

Depends which line you're referring to. The source line or the EGR line.

I'm guessin my EGR line cuz I don't know what a source line is. Two, my mechanic told me something is clogging the exhaust or intake line inside the TB. So it looks like I'm takin that off and cleaning the crap out of it.

Well the EGR solenoid will have 2 vacuum lines going to it. One of them comes from the vacuum tree, and the other goes to the EGR itself.
