1993 5.0, the signals inboard of the headlights flash, but the outside ones do not, and rear flashers work. I checked the bulbs and they are good, checked the sockets with a test light and they are not getting power. any help appreciated.

I bet it you turn the parking lights on they will light up. The best way to tell if they are supposed to be flashers is to look at the wires on the socket . Usually if a bulb is supposed to light up with the parking lights and flash it will have 3 wires , a ground , a solid hot with parking lights on , and a flashing hot with the blinker on.
