wow its really hard to tell but i would say slightly yes it blinks a bit brighter just slightly

pull the bulbs out and see how much power there getting. also try and clean up the connections that the bulb plugs into. if you have a test light probe the socket with it and see if it lights up and blinks normal.

i think they blink just a bit brighter cant really tell its really hard to see them even blink
