what is the coating on the valve covers?

what is the coating on the valve covers?
95 gt, stock valve covers
the 'paint' or whatever it is on the covers was starting to rust through. the coating wasnt rusting, but it was failing and there was some rust underneath.
anyway, i stripped most of it off and used a wire wheel where i could. whatever the coating is they put on there from the factory was pretty tough. i mean, it wouldnt come right off with the wire wheel, i would have to make more than a couple passes and also put some pressure on it.
so, i wonder, this cant be regular old paint?
i have both covers stripped and media blasted and want to paint them, but im wondering if i should use some special stuff, or can i just use high temp primer and high temp paint (spray cans)?
high temp might not even be necessary, but i imagine it couldnt hurt.
