no start, fuel pump not priming

no start, fuel pump not priming
Hey guys car didnt start the other day, finally started and ran for 2 days n now doesnt run. The fp isnt priming, whats odd is even the audible dinging sound for key on dopr open is very faint. I have teated and swapped fp relay, all wores are getting power, the pink blk wire isbgetting a constant 5v for aome reason. Thr inertia switch has 12v each side, swapped eec realy and a known good ecu, fuel inj show full,voltage, even during koeo the fp will not prime, i get a code 95, i jumped the fuel pump test port to ground and all i hear is a click still no prime. I do not undrrstand how the pink black wire has 5v to it when not priming? Grounds all look fine, im stumped.

Possible bad fuel pump ground or open between fuel pump and pin 8 at PCM (Fuel Pump Monitor signal) – Power / Fuel Pump Circuits
(R) = Engine Running test (M) = Memory code (O)=Key On Engine Off test

The "Always Powered/On" caught my attention both on your explanation and the Code trouble shooting chart above.

Yea the pink blk wire always has power but not full voltage. Thats whats confusing me. Bcuz pump doesnt prime. Bad ground makes sense, idk if the faint door open ding sound is related to the same bad griund as the fuel pump?
Ill have to keep looking through the wiring to find it.
