Default question about 86 gt electrical or instrument cluster lighting

Ok this is a new car to me last month I bought it. I'm in the process of redoing interior and I noticed there were a couple fuses missing or burnt up. I replaced the fuse that was missing for the instrument luster illumination and the gauges and heater panel control lights won't go off. I'm assuming this is why the fuse was pulled?? Not sure.

ok so I pulled the dash. Found the tan/white wire going into fuse 4 was melted and it looks to be old. Don't even see a tan/white wire anywhere else so I don't know what that wire goes to?? All exterior lights work . Next I found a melted brown/white wire that runs from plug by driver kick panel to the back hatch into a plug that has two brown wires coming out of the female end. I unplugged it and nothing changed. The wire is hot with key on. What are these wires, anyone know? Any help is appreciated. Also there was a melted brown wire in my light switch plug but all lights work I'm really confused

try replacing the light switch...or grab a wiring diagram and trace the illumination circuit....something is either shorted to ground or to power and when I say short, I don't mean one that pops a fuse, I don't have a diagram in front of me right now but the switch either controls the ground or power side..........if it controls the ground......trace that wire and see if the melted wire is contacting any grounded area before it enters switch....if switch controls the power...it could be internally shorted to keep power on at all times
