what are stepper gears

Steeper gears, It changes the rotation of the rear wheels in relation to engine RPM...
2.73 gears means for every 2.73 revolutions of the drive shaft the rear wheels turn 1 full revolution
3.73 gears means it takes 3.73 rotations of the drive shaft to make 1 revolution of the tires.
2.73 = better gas milage less torque
3.73 = more torque less milage.

If it's turning 2800 rpm at 60 mph, someone already put steeper gears in that rear end, and I mean steep. If your speedo is accurate, you have at least 4:10's in the back. Which means 1st gear is really useless on the street.
Do you like it the way it is now?

If you wanna know for sure what set of gears you have then go out and jack the back wheels off the ground. Count the number of times the drive shaft rotates for 1 complete revolution of the back wheels.
3.73 would be about 3 3/4 times
4.10 would be real close to 4 1/8
4.30 would be just over 4 1/4 times.
There are also other sets but those are more common.
Some other sets would be
3.55
3.90
4.56
The only other way is to pull the rear diff cover and look at the number stamped on the end of the pinion gear.
