Default '89 MASS AIR PROBLEMS

MY '89 IS THROWING A 66 CODE (LOW INPUT VOLTAGE ON MASS AIR) I'VE PUT TWO NEW MASS AIRS AND TESTED THE VOLTAGE (13.5) WHICH IS HIGHER THAN MIN. REQUIRED. WILL NOT RUN PLUGGED IN. UNPLUGGED RUNS GOOD BUT RICH. DON'T KNOW WHAT TO DO PLEASE HELP. THANKS, BILLY

that's what was wrong with my car when it was throwin the 66 code
