I'm a licensed state inspector and I can categorically tell you that removing O.E. emissions equipment is illegal in any state. Carries a $4,500 fine, 30 days in jail or both. Same fine applies to a state inspector who were to illegally pass a vehicle for state inspection. It's federal law and applies to all states. Sure, some people break the law and get away with it, but doesn't make it legal.
I grew up in michigan. There is no inspection or anything. Every single street legal "race" car or any kind of modified car do not have cats. My dad has actually been pulled over with open headers and got a fix it ticket.

It doesn't matter if a given state has mandated annual inspections or not. It's federal law that O.E. emissions equipment can't be removed, in any state.
there are far worse problems in this country then having cops focus on jailing people who bypass emissions stuff..lol
Sure are, but all we have to do is watch the news and see our lovely, "justice system", sticking people in jail for anything they can. Collecting a $4,500 for removing a catalyctic convertor is just icing on the cake for the government, especially with the severe budget problems going on now.
