I'm pretty sure Ford Racing's kit is smog legal and I spoke to reps from Paxton/Vortech and they expect to have CA smog legal kits soon
I believe the main issue now is keeping the stock style air intake system instead of a open filter.I'm leaning toward either the Roushcharger or Procharger for my car.
