Default TSB & Factory Warranty

Quick question. Took my car in for an alignment and to check a couple things out. Since I just lowered the car and swapped out struts and got CC plates, I get this "squeak" that sounds like a bird chirping from the driver side strut tower area. This is only pretty when it's like 75+ degrees outside and the motor is hot.

My service manager mentioned the TSB for the lower control arms. Then after reviewing my mileage (40199.8) he said since the 3/36k warranty is up If they did find an issue I would still have to pay out of pocket.

I thought TSB's were at fords expense regardless if I had warranty? Could anyone clarify?

***EDIT*** TSB's are informational and not a recall. My mistake!!

yeah, a TSB basically is a heads-up to dealer techs that "this might happen, if a customer complains about (issue) look here first." it doesn't mean every car has that problem. AFAIK only recalls and extended service coverages go past the factory warranty.
