Default SCT XCal 2 problem...

I just got an xcal 2 i plugged it in, (without disconnecting the fuses like the manual said, wasnt sure it that could actually be the problem) and went through the process of choosing a tune, i clicked on the tune i wanted then it says "Turn key on but do not start car." I do this and it will not read that i turned the key on but did not start. I tried multiple times but the same thing is happening
