also since im not trying to spend 2,000 on basic mods which mods of the ones you listed do you think i should do cuz im not gonna do all of them which will be the best

Gears and a limited slip differential is the best, but on a 99+ you need a tuner to correct the speedometer.
So in short, here's how I'd do things:
K&N drop in filter & remove (or cut, your choice) the air silencer
True Dual Exhaust (your choice, but go with an H-Pipe or straights)
Tuner
Gears/Limited Slip Differential
Supercharger 8-10 PSI (make sure it comes complete with the fuel set, if not you'll also need a 255lb hr fuel pump, 42lb injectors, MSD dual control ignition box, and fuel management unit aka FMU)
After that, if it's still not what you want get a 65mm throttle body, port match your upper and lower intakes, get a set of ported heads (or have a shop port yours and do a valve job), get new valves, and a custom ground cam.

Performance doesn't come cheap.
How far do you want to go with your car? If you are looking to make a car that is actually considered fast then you'll want to supercharge it.
Cheaper mods like bolt on's, CAI, exhaust, gears, aren't going to barely do squat for your car.
i do agree to a certain extent.. but looking back at my car, when you add together the bolt ons they really do alot. lets see, i ran my car with a cold air intake, and possibly dual flowmasters i cant remember and i ran like 15.9s-16-1s consistantly. so you could say its a 16 second car bone stock.(car had about 75k miles at the time also). after adding some more bolt ons, long tube headers $260, o/r h $160, 3.73s $200, truetrac ~$500? intake spacer $100 and a tuner and tune $200, i ran 14.7-14.8 consistantly. best et being in my sig. so if less than 1500 bucks in bolt ons can get a low 16 second car to a mid-high 14 second car, thats pretty good. but of course 3000 bucks on a supercharger will get over 300 hp to the wheels. i do not disagree with that one lol
